Consulting assignments include class and compensation studies, workload and workflow assessments, water quality studies and recruitments. Interim assignments have ranged from Recreation and HR technicians, to professional and managerial-level staffing.

Richard has served as a California city Finance Director and as the Budget Director and Acting Director of Management and Finance for the County of Arlington, Virginia. Previous California municipal finance experience includes service for the City of Costa Mesa and East Bay Municipal Utility District. Richard co-founded and is Chair of the Executive Committee for STARS (Self-Directed Tax-Advantaged Retirement System), a statewide buying pool of 30 public agencies that seeks the best Deferred Compensation/Defined Contribution service and pricing for over 2,100 public employees in California. Besides being the Executive Director/CFO for the JPAs, he is available for limited consulting and oversight assignments.
